Set initialization mode. Initialization mode is a non-operational mode
used in an application specific manner to perform initialization and
configuration tasks, usually with the exchange of unnumbered information
frames (unit data). When this request completes, a DLCONFIRM_INIT_MODE primitive is
generated. On successful completion, the link state is
DLSTATE_INIT_MODE, otherwise it is
DLSTATE_RELEASED.
The application sets the Flags member of the request to control the
method of setting initialization mode. DLFLAG_SIM (used only
by combined and primary stations) causes the link to send SIM (set
initialization mode) commands to the peer. If DLFLAG_SIM is
not set, the station to send a RIM (request initialization mode) to the
peer at the next respond opportunity, requesting the peer to set
initialization mode.
